Cezar Lazăr, performing as CEZAR, emerged as a key figure in Romanian minimal techno shortly after the genre's mid-2000s inception, joining a movement pioneered by producers including Rhadoo, Petre Inspirescu and Raresh. He founded the Understand label to foster experimentation within Romanian electronic music, and in 2009 co-created OurOwn vinyl with Rhadoo, a nonprofit distribution service that has released over 100 records across 15 labels and helped export Ro-minimal internationally.
Beyond his label work, Lazăr leads 'Algorhythm of Unknown,' a project blending electronic music with jazz, orchestral and avant-garde composition beyond conventional four-on-the-floor rhythm. He also mentors audio engineering students in Bucharest, helping establish Romania's first postgraduate program in the field.
